This paper reviews recent developments in biofuel markets and their economic, social and environmental impacts. Several countries have introduced mandates and targets for biofuel expansion. Production, international trade and investment have increased sharply in the past few years. However, several existing studies have blamed biofuels as one of the key factors behind the 2007-2008 global food crisis, although the magnitudes of impacts in these studies vary widely depending on the underlying assumptions and structure of the models. The Government of the Commonwealth of The Bahamas accepts the findings of the Inter-Governmental Panel on Climate Change (IPCC), and of other expert scientific bodies, that global temperatures are increasing due to the release of so-called “greenhouse gases” (GHGs) into the atmosphere as a result of the burning of fossil fuels and other human activities. Government further accepts the scientific predictions that this trend of global warming is likely to continue for several decades, even if the causative activities were to cease immediately.
